How do we maintain core values and human rights when governments impose restrictive measures on our lives in response to an emergency? In his new book Emergency Powers in a Time of Pandemic, Dr Alan Greene (Birmingham Law School) argues that declaring a state of emergency is the best way for democracies to protect key values like human rights and the rule of law while also providing governments with the necessary powers to protect public health in a pandemic. But how is this public health emergency different to other crises such as national security emergencies or economic crisis? What lessons can be learned from past experiences of emergency powers? What insights can we take from the current pandemic, and how can we ensure that these emergency powers can be ended once the pandemic wanes?

Join us for an online discussion of Dr Greene's new book on Thursday 21 January from 1-3pm. Dr Greene will be joined by Dr Fergal Davis (KCL), Prof Colm O Cinneide (UCL), Dr Jane Rooney (Durham), Dr Oana Stefan (KCL) and Dr Rumyana van Ark-Grozdanova (Asser Institute).
